Migration to Google Batch API

Several of our workflow tools in the All of Us Researcher Workbench leveraged Google Cloud Life Sciences API (GLS) when launching batch jobs. Google Cloud Platform announced they will be replacing Cloud Life Sciences with a next-generation API named Google Cloud Platform (GCP) Batch. To keep tools updated with the latest improvements from GCP, we migrated our workflow tools from GLS to Google Batch. Nextflow was updated to use Google batch on April 23, 2025, and Cromwell was updated on May 2nd, 2025 in the Researcher Workbench.
